Technical Guidance For Wreck Removal Operations Seminar
From 19 to 24 August 2025, Lloyd’s Maritime Institute successfully delivered a six-day intensive seminar in Istanbul, Turkey, focusing on the Nairobi International Convention on the Removal of Wrecks (WRC 2007). Led by Dr. Talal Al Adwani, the seminar combined legal frameworks with operational aspects, giving participants both theoretical and practical expertise.

- WRC 2007 essentials: Understanding state responsibilities, shipowner liabilities, and compulsory insurance requirements.
- Jurisdiction & enforcement: Mechanisms between flag states and coastal states.
- Contracts: Salvage, towage, and wreck removal contracts (LOF, BIMCO WRECKFIXED, WRECKHIRE, WRECKSTAGE).
- Technical planning: Wreck assessment, risk analysis, and modern removal technologies.
- Environment & safety: MARPOL compliance and pollution response.
- Disputed waters: Legal and diplomatic challenges (South China Sea, Mediterranean, Arctic).
- Case studies: Costa Concordia, MV Wakashio, MV Stellar Banner.
- Interactive workshop: Simulated wreck removal negotiation involving coastal states, flag states, salvors, environmental agencies, and IMO as mediator.
By the end of the course, participants gained the ability to:
- Explain the international and Iraqi legal framework for salvage and wreck removal.
- Differentiate legal and practical aspects of salvage vs. wreck removal.
- Apply environmental & safety standards (MARPOL, OPRC, ISO 14001/45001).
- Draft legal/operational documents (LOF, wreck removal order, liability memo).
- Coordinate multi-department responses at Port of Faw.
- Advise on disputes, insurance claims, and IMO compliance.
